DECLARATION
1. The so-called Association / Zajednica of municipalities with Serbian-majority, expresses the establishment of a legal entity established on the basis of ethnic cleansing of Albanians.
2. The establishment of such an association, parallel to administrative and legal damage and state organization that does to the Republic of Kosova with a unitary character, defined by the Constitution, legitimizes formalizing of a legal structure with ethnic features. With this character now defined with the Brussels Agreement and the recent agreement dated August 25, 2015, the Republic of Kosova becomes discriminatory state against the majority Albanian, but also to other citizens who are nationals of the Republic of Kosova.
3. Establishment of the Association / Zajednica with intermediate power exceeds any purpose of organizing of the local government as basic administrative setup. The purpose of this legal ethnicity is nothing but a formal structure with ethnic basis that excludes all other citizens who are not of Serb ethnicity.
4. Established with contents completely contrary to the Constitution of the Republic of Kosova, positive legislation in the field of organizing of local government and that regarding public finances of the local government, the European Charter of Local Self-government (Strasbourg, October 15, 1985).
5. The Municipal Assembly of Junik out stand for the above reasons:
5.1 The Municipal Assembly of Junik does not recognize a legal formation called the Association of/ Zajednica municipalities with Serb-majority, including the decisions to be taken by its unconstitutional formal structure;
5.2 The Municipal Assembly of Junik vows that will not bear any relation to the structures of this organization Association / Zajednica that has a background of ethnic cleansing;
5.3 The Municipal Assembly of Junik urges Kosova government to waive any action, which will contribute to the establishment of the Association / Zajednica;
5.4 No agreement whether Zajednica, nor Demarcation with Montenegro, which are contrary to the interests of Kosova and its territory is not acceptable for the Municipality of Junik.
5.5 This Declaration shall enter into force on the day of its approval by the Municipal Assembly of Junik.
Today, the Municipal Assembly of Junik, in its eleven regular meeting aproved the Local Action Plan for Re-Integration of Repatriated Persons and the Declaration against the formation of "the Association of municipalities with Serb-majority".
