We will answer all the points one by one in the order provided in the report:
1. The report somewhat presents the data of the real situation that Mr. Agron Kuçi and AAK have a mandate to govern Junik in coalition with PDK. But reports of the Mayor and Deputy Mayor are uncle and nephew but the two entities have a political agreement, while the position of Deputy Mayor is completed at the request of PDK branch in Junik.
2. The second point has a quite inaccurate data such as: Junik is made Municipality with full powers not in 2010 but in 2008, with the entry into force of the Law on Local Self-Government. Junik Municipality before it became a Municipal Pilot Unit was part of the municipal territory of Decani and not Municipality of Gjakova, and the number of inhabitants of Junik is not 6084 inhabitants, but according to official documents is, 9600 inhabitants.
3 3. In section three, the report presents the surface of Junik Municipality with 74 km ², this information is incorrect because according to cadastral documents, territory of Junik Municipality is 77.7 km ².
4. The data at this point reflect real political composition data of Municipal Assembly.
5. Research undertaken by UNDP can not be commented and we taket them as accurate, despite the municipality currently has no such records.
6. GAP Institute’s research of 2009 year may be accurate, but the situation has so far a radical change: eg. During; 2010, 2011, 2012 and 2013 Municipality along with MBPZHR and other donators, has made large investments in the development and construction of irrigation systems for aagricultural lands. Municipality and donors working in traditional tourism development, has made the restoration and construction of Towers, Regional Center for Tourism, Municipal Library, the Municipal Museum and have produced significant strategic tourism development documents. Forestry as a sector during the period that has been the responsibility of the municipality from the Forest Agency was regarded as the most successful municipality.
7. The problem of waste: Junik has initially solved waste management with the Public Company "Higena", in Deçan, but because of dissatisfaction with the work of the company in question, the municipality was forced through the public tender to contract a private company which until now has a positive evaluation of garbage removal.
8. The Smell of Sewage: Junik city is most involved in the sewage system, can be said about 90%, the municipality is working intensively on building more modern Plant, which makes the treatment of wastewater.
9. As for the closed halls of Physical Education in Schools is true that have not yet been built but the plans for 2014, Municipality has made all preparations for building and functioning of Physical Education halls in Elementary and Middle Schools . About the of Physical Education halls, Municipality is under discussion with donors to start construction of closed halls of Physical Education.
10. Lack of kindergarten: It is true that Junik has no daycare center; the reason is the small number of those interested in using this service.
11. Bus Station: Municipality has allocated for station location and facility issue is not as clear, responsibilities are mixed with the central level.
12.12. Main Family Medicine Center and Department of Health are looking for permission from Ministries of Family Medicine to allow the growth in positions, with the aim of increasing the number of physicians, respectively to employ a pediatrician and a gynecologist. Otherwise, all other FMC services are provided to citizens and are functional in Junik and surrounding villages as provided by law on primary health care, is the responsibility of the Municipality.
13. 13. Regarding the budget trend, the report does not present the real situation and it is mainly based on data for the year 2013 budget plan. The real situation is quite different from that. The reason that the budget plan did not show some capital investment positions is because they are investments that Municipality has benefited from various donors, as follows:
• The amount of 267.700.00 is only part of the municipal budget funds provided for capital investment, while the amount of funds received from donors is 2-3 times higher. In the following we will present some of these donations.
• MLG only this year for two projects has allocated 104.380.00 EUR. See Memorandum of Understanding dated September 19, 2013.
• Ministry of Infrastructure – MI, for the year in question has allocated 261.000.00 EUR for two projects. See Memorandum of Understanding dated April 29, 2013.
• CHWB has invested in the regulation of hostels for four projects worth 40.000.00 EUR.
From the amounts mentioned above shows that capital investment in the period in which the GAP Institute reports are 405.380.00 from donators plus the amount from the Municipality that is 267.700.00 EUR, which are 673.080.00 EUR total.
In addition to these investments in infrastructure, this year the municipality has invested also in Economic Development and that:
• Municipality along with the Association of Farmers‘ Kallavaji ", has applied in grants awarded by Ministry of Agriculture, Forestry and Rural Development (M.A.F.R.D.) for the development of agriculture and won the Grant in the amount of 72.630.00 EUR for the project"Construction of Dam for Irrigation of Agricultural Land. " M.A.F.R.D. has shared 56.000.00 EUR, while others the Municipality.
• Together with the European Commission being built is the building for processing of fruits of the mountain in the amount of 288.825.15 EUR, co-financed by the European Commission and Municipality. The municipality has divided the location and the amount of 15.000.00 EUR. The project is expected to be completed next year. This facility will make the collection and packaging of mountain fruits and will be implemented in partnership with the NGO "CELIM MILANO" Italy and the Municipality of Junik.
• In Junik Municipality, in cooperation of Municipality and KEDS, is being built Electricity Energy Distributor for about 35 thousand inhabitants, in the amount of 2 million EUR.
Summary:
From what has been presented by the answers given in the report of GAP Institute, is seen that the report in question is not even close presents the real picture of the situation in the Municipality of Junik. The data provided in this response are based on documentation and current developments in all areas presented. For everything Municipality is ready to provide documentation and convincing evidence.
As a conclusion we can appreciate that the report has more tendentious character with the purpose of denigrating the work of the Municipal Government in this pre-election time.

We believe that the data provided in the report does not presented the real situation in the Municipality of Junik and as such can be considered that tends to humiliate and under evaluate the Municipal achievements in this period.
